This site is dedicated to sharing information about the citizen lead initiative of creating the new Greater Nederland Area Parks, Recreation and Cultural District.

As a citizen lead initiative, we encourage everyone to get involved and share what you would want (or not want) to see in terms of new or improved facilities, programs, resource conservation, etc.

What is a special district?
A special district in Colorado is a local government that provides services to a specific area. Special districts are created to fill gaps in services that counties or municipalities may not be able to provide.

How are special districts created?

Communities create special districts through an elections process

Special districts are governed by an elected board of directors

Special districts are authorized by state law
What services can special districts provide?

Fire protection, Water supply, Electricity, Parks and recreation, Sanitation, Cemeteries, and Libraries.
How are special districts funded?

Special districts can levy taxes, fees, charges, and assessments

Special districts can use tax-exempt municipal bonds to finance infrastructure and public facilities

Mill Levies are capped by the county and voted on by the residents of the district

Where are special districts located?

Special districts can be entirely within or without a municipality or county

Special districts can consist of noncontiguous tracts of property

The area of the special district is determined by the county in which it is formed
What is a mill levy
The mill levy is the "tax rate" that is applied to the assessed value of a property. One mill is one dollar per $1,000 dollars of ASSESSED* value.

* Assessed value is different from the actual value of your property. Assessed value is determined by the state and is currently set at .0625. For example, if your property's actual value is $500,000, you would multiply that by .0625 to get an assessed value of $31,250. This is the amount you are taxed on.
